If you look at the USGA rules, you will know their meaning. You are a scratch golfer if you can play zero handicaps on a course. You can achieve this with practice. But to understand scratch golfer meaning you first need to understand the following things

Handicap: It’s the number of strokes a player plays during an 18 hole round. The handicap of a golfer goes a long way.

Course Rate: Normally, it is a course’s difficulty level for a pro or scratch golfer

Course Slope: It indicates the difficulty level according to a beginner or bogey golfer.

Golf course rating and course slope are the main aspects to determine a golfer’s handicap. Without these, you cannot know a golfer’s handicap. Scratch golfers always shoot near to the course rating. The scores are different for males and females.
